state of affairs, orders have been given to Liang Chao-t'ang to enquire into the facts of the case; and it is now proposed firstly, to hold a thorough secret investigation, and secondly, to request the Bureau to issue a proclamation giving instructions that the limit of three days, within which the drug must be bolled dom, shall be extended to ten days; etating that it is merely necess ary that the guarantor shall personally know intimately the pur- chaser of opium, but that the question as to what business he follows is immaterial, the choice of a guarantor being unrestricted, and there being no obligation that both shall belong to the same trade; forbidding raw opium dealers to accept payment of the tax

in advance at the time of sale; and ordaining that any breach of

this rule shall, on discovery and proof, be visited with a fine.

This will make it known to all concerned that the tax is levied

after the opium has been boiled down, and in no way constitutes

an interference with the raw opium trade.

This report is submitted for approval, and it is humbly

suggested that a communication may be addressed to the British

Consul General, enclosing a copy thereof, to inform him of the fair

and impartial attitude adopted.
